1. Update on the Rate Setting Listening Sessions with DHS
DHS is working on developing a uniform methodology for determining rates for community-based residential programs in the Family Care program. An overview of this residential rate-setting project is provided in the attachment. (See agenda here.)
The Department has solicited stakeholder input at key points on this project, including listening sessions on April 16 and 23 . The Department has stated they are committed to maintaining clear and open communication with Family Care stakeholders on important and emerging Family Care issues. As one of the initial steps in the process, DHS listened to views of stakeholders on issues that the Department should take into consideration in the development of the methodology.
WALA members testified at both listening sessions and details will be in the June WALA Watch newsletter. In addition, Beth Anderson, representing her company, provided a succinct and valuable summary of the rate setting issues. It is attached for your information, (Laureate Group Summary)
2. Legislature Session Ends - Update on Bills
The Wisconsin legislature last Thursday, April 22nd adjourned the regular business floor period, meaning if a bill has not passed both houses - it is considered dead for the rest of this session and will have to be reintroduced next session, which begins on January 3, 2011. A "Limited Floor Period" of the Assembly and Senate will occur next week (May 4-6), however the calendar is limited for the purpose of Revisor's correction or revision bills; reconciliation bills; ratification of employee collective bargaining contracts; and, extending the commendations, condolences, or congratulations to a person or group. The only manner in which the legislature could meet on a resolution or bill is if a special or extraordinary session were called by the Governor or the two houses. On May 25-26 the legislature has the ability to convene for the purpose of a Veto Review Floor Period. However, unless otherwise noticed, the Wisconsin Legislature will officially and completely adjourn the 2009-2010 Session on May 26, 2010.

3. WALA's CBRF & AFH Intro Admin Course returns!
WALA's CBRF & AFH Introductory Administrators Course is coming in July. Sign up today for this informational course! The business of operating a CBRF or AFH is complex. One must have a comprehensive knowledge of all parts of operations such as budgeting, assessments, care plans, staffing, regulatory compliance and most importantly the quality care of your residents. This course is designed to provide administrators with a foundational level of understanding and provide you with the tools that you need and the state demands to be successful as an administrator in assisted living.

PLEASE NOTE - this is NOT the course designed to help train new administrators to meet the 83.15 Department Approved Administrators qualifications as the course requirements for the Department Approved course have been issued. However, the Bureau of Assisted Living has encouraged future administrators who need the department approved course to take the WALA course until such time as the course requirements are issued and WALA (and others) can develop that course. WALA will issue a discount voucher for those who take the current course to attend the department approved course offered by WALA when it becomes available.
